Welcome to the Pine Lake Property Owners Inc. Spring 2004 newsletter.

 

I hope that everyone has had a good winter and is looking forward to another fun-filled summer at Pine Lake.  During the winter your board and other interested members have been working on a number of matters concerning Pine Lake and our association.  I wish to thank them for their dedication and willingness to work for the betterment of all of us at Pine Lake.

 

The minutes of our last annual meeting may be read on our web site:   www.kane1.com/pinelake . Copies will also be available at the annual meeting.

 

Our annual meeting will be held at 9:00 a.m. on Saturday, July 3rd.  As in the past, we will meet in the church at Pine Lake Camp.  Marsha Frost-Vahradian, a D.N.R. Forester, will discuss the Gypsy moth infestation and possible steps to control their population.  Since we are located in a high-density area and it is projected that we are 2-3 years from the peak infestation, the more knowledge we have the better we can protect our vegetation from the Gypsy moth caterpillar.  There will be a short summary report on our Lake Study and an opportunity for you to order a complete copy of the final document for $5.00.  Any orders placed after July 3rd will be sold at our printing cost.  We will also have an update on our treatment of the Eurasian milfoil and on our plans to continue fighting this invasive weed.  We have received a permit from the D.N. R. to chemically teat the milfoil again this year.  This treatment should be completed by May 20th.

 

Even with the abundance of rain that we have had this May, the lake water level is lower now than it was last fall.  This has created new boating and swimming concerns for the summer.  Our association is working with the township to repair the boat launch and is looking into creating a no-wake zone off of the sandbar at the camp.  This no-wake zone would only be in effect during low water years.  We will vote on this change at our annual meeting.  I am looking forward to seeing you at this very important annual meeting.

DNR Board passes

Emergency Rules for Water Projects

 

(The following information is excerpted from “The Lake Connection,” the quarterly newsletter of the Wisconsin Association of Lakes, Spring, 2004.)

 

“On April 19, emergency rules went into effect implementing changes to Wisconsin’s program for regulating shoreland erosion control structures, piers, culverts, and other development activities along publicly owned lakes and rivers.

 

“… Most piers, boat shelters, boat lifts, and swim rafts can continue to be placed in most waters without a DNR permit and review as long as they follow design and construction standards laid out in the emergency rules.

 

“… See the DNR website (http://dnr.wi.gov/org/water/fhp/waterway/index.html) for detailed information on projects on Wisconsin waterways.”

 

 

                            

Fish Planting

 

This year the We Really Kare Fish Club planted fish in Pine Lake.  The plantings are done under the guidance of the WDNR fish managers in accordance with a master plan of fish management.  In 2001 Pine Lake was boom shocked and Fyke netted to determine the species, population, sizes and health of the fish in Pine Lake.  Part of cost of this activity was paid by your association dues and part by the We Really Kare Fish Club as well as WDNR funds.  The results of this study form the basis of a management plan for the next 10 years.

 

The cost of fish planting is no longer a Wisconsin state budget item but now falls in the hands of citizens and groups like We Really Kare.  Your membership dues, club raffles, and fisheree provide the funds to stock Pine Lake and neighboring lakes with quality fish.  For more information on how to join your neighbors and the Pine Lake Property Owners Association in supporting this stocking effort talk to Barb or Gordon Krumrai (Fire Number W5570 or 258-7693).  Dues are $5.00 per year payable to the WRCFC.

 

Fish stocked this year were: 1,400 Walleye, 1,000 Perch, 500 Trout, and 200 pounds of forage minnows.  Note the last time trout have been stocked in Pine Lake was 2,000 in 1996 and 1969 before that.  Trout provided a new fishery for Pine Lake and was a very popular fishing experience during the late 1950’s and early 1960’s.

Text Box: SHORELAND ZONING REGULATIONS
UNDER REVISION


The State of Wisconsin shoreland zoning law (N.R. 115) was put into effect in 1966 and, with the exception of increased wetland protection that was added in the early 1980’s, has remained unchanged.  The Wisconsin DNR has been given direction to review all of the current criteria and recommend changes where deemed necessary.  An advisory committee has been at work since late 2002 working on proposed changes to N.R. 115, and it is possible that the recommendations could become law by as early as 2005.  A series of public listening sessions was held around the State in November and December of 2003.  DNR contacts and related websites, as well as a sample of some of the proposed changes, will also be available for review at the July 3rd meeting.

Slowing the Spread of
the Gypsy Moth

 

Gypsy Moth is an unwelcome pest in Wisconsin.  Armed with a little knowledge and a lot of vigilance, we can slow its westward spread and protect our trees.

Facts about the Gypsy Moth:

  • Gypsy moth defoliates trees, which makes them vulnerable to other killing agents; affects water quality; alters wildlife habitat; and hurts timber, tourism, and recreation.
  • Damage from the gypsy moth often occurs in forested neighborhoods and urban parks where dead trees are a safety hazard and are expensive to remove.

Before moving trailers, RV’s, firewood or any outdoor item, check for and remove any gypsy moth caterpillars, cocoons or egg masses.

 

STOP AQUATIC

HITCHHIKERS!

Once in our waters, aquatic invasive species often hitch rides to new waterbodies on the boats, trailers, and equipment that we transport from place to place. Anglers may also inadvertently transport them in bait buckets and live wells. Other things that move between waters, including waterfowl and sea planes, also have the ability to carry "hitchhikers". Once introduced, some species can even be able to move without our help - fish can swim into adjoining waters, and plant seeds and fragments may move with the current to new locations.

 

 

  • Inspect and remove plants, animals, and mud from your boat and equipment;
  • Drain all water from your boat's live wells, bilge, motor, etc.;
  • Dispose of your unwanted live bait in the trash;
  • Wash your boat and equipment with high-pressure or hot water, especially if moored for more than a day; or
  • Dry your boat and equipment thoroughly for at least 5 days

2004-2005 Association Annual Dues

 

Time again to pay your annual dues.  They will continue to be $20.00 this coming year.  You may mail them to Bill Powell, pay at the Annual Business meeting, or bring them to my house or you can always give them to any board member.  Remember they are tax deductible and do not require a receipt.

 

Below is a tear off form requesting some information about you.  Please include it when you pay your dues.  This tear off is very important to your board of directors.  You see we find it really hard to keep track of many of you.  Some of you have more than one home during the year.  Some properties have multiple owners.  Some owners have names different than we know the property as.  Some members rent or lease the property.  So when it comes to member names and addresses, we use the following system to keep track of our members:  We use the “tear off” form below as your method of telling us who is the member of record.  If we don’t get a “tear off,” we use the name (or names) and address on the check used to pay your dues.  Lastly, we go to the tax roll for the property ownership name and address.  So please help us to keep our membership list up to date and fill out the “tear off” form below and give us the proper information.  We’ll do our best to keep our records straight if you will help by giving us the name and address of whom you want to be listed as the official association member(s).
